The Supreme Soviet of the Republic of Azerbaijan, being guided by the higher state interests of the people of Azerbaijan and expressing its will, noticing that within date from 1918 to 1920 the Republic of Azerbaijan existed as independent state recognized by international community, being based on the Constitution of the Republic of Azerbaijan, the Constitutional laws on sovereignty of the Republic of Azerbaijan and about bases of economic independence of the Republic of Azerbaijan, realizing the responsibility for destiny and maintenance of free development of the people of Azerbaijan,

guaranteeing the rights provided by the international acts and the basic freedom of a person to all citizens of the Republic of Azerbaijan irrespective of a national identity and religion, aspiring to prevent threat to the sovereignty and territorial integrity of the Republic of Azerbaijan, being guided by a holy duty to provide safety and inviolability of national boundary of the Republic of Azerbaijan, realizing necessity of consolidation of all patriotic forces of republic,

recognizing the international pacts, conventions and other documents which are not contradicting to interests of the Republic of Azerbaijan and its people, wishing to support and henceforth friendly relations with all republics of USSR,

expressing readiness to establish equal relations with the states – members of international community,

hoping for a recognition of the state independence of the Republic of Azerbaijan by member states of the international community and the United Nations Organization according to the principles fixed in the Charter of the United Nations Organization and other international legal pacts and conventions,

Proclaims the restoration of the state independence of the Republic of Azerbaijan.

The Declaration is accepted on August 30, 1991 at special session of the Supreme Soviet of the Republic of Azerbaijan
